MANY SOMETIMES THE ALERT DON'T ACTIVATED

I have configure alerts over a horizontal line. The configuration is Crossing Up (or also crossing down) , and trigger New Candle. But many sometimes the alert don't activated. I work in severial times frames. Attached the screenschot of configuration and some real time where it must be activated, but it not activated
